Rocket Halloween 2

The girl on the left dressed as a Pikachu is Pixel, one of the minor characters that appears in the later (present day) chapters of Don't Give me Diamonds along with Comet and Laiki. [link]

Same as them, she is also a Team Rocket background character, since the team is big and I think having a few extra background characters adds to the story. This scene doesn't actually appear in the story but it takes place in the same continuity so I might reference it later.

The other three in the picture are easy to recognize, Jessie, James and Meowth, dressed as the original eeveelutions, Flareon, Vaporeon and Jolteon. They are in front of the Viridian City gym.
